Ongoing PRN System (Recycling Obligations):
Previously, multiple businesses in the supply chain shared the
obligation to obtain PRNs. Under EPR, there’s effectively a single
point of compliance (e.g. the brand owner or importer covers
it all), so only one company needs to acquire PRNs for a given
packaging.
The government has consulted on adjusting PRN rules to align
with EPR, and going forward, PRNs will likely be more tightly
regulated to prevent issues like fraud or excessive price volatility
that plagued the old system. In summary, large producers in
2023–2024 still had to purchase PRNs/PERNs to cover their
recycling obligations (usually via compliance schemes) even as
they gear up for the new fees.
