PPWR?
PPWR: Packaging & Packaging Waste Regulation
Regulation (EU) 2025/40 - Replaces the current Packaging Directive 94/62/
EC. It creates uni昀椀ed packaging rules that are applicable across the EU
regardless of the country of manufacture or supply.
• It introduces pre-market obligations (e.g. Technical Assessments, Test
Reports, Declaration of Conformity) alongside Extended Producer
Responsibility (EPR).
• Compliance began on the 12th of August 2026; with a phased
implementation until 2030.
• Has direct implications for companies placing packaging on the EU/UK
market.
• PPWR is EU law, but enforcement happens at the national level (UK).
