Objectives
The stated Objectives of PPWR are to:
• Harmonise EU packaging rules and reduce market fragmentation.
• Reduce unnecessary packaging and packaging waste through prevention, minimisation, reuse
and re昀椀ll.
• Improve circularity by making packaging recyclable and increasing recycled content.
• Reduce environmental and health impacts across the packaging life cycle, including
environmental pollution and substances of concern to human health.
Packaging production requires signi昀椀cant amounts
of primary raw materials, with 40% of plastics and
50% of paper in the EU dedicated to packaging.
Packaging also accounts for 36% of municipal
solid waste in the EU, highlighting its substantial
environmental impact.
