Who is Obligated
Under PPWR?
PPWR Applies to:
• Packaging placed on the EU market - Including packaging imported from “third countries”
(non-EU countries, including the UK).
• Companies placing products in the EU and Northern Ireland* markets should understand
the requirements of the PPWR.
*Under the Windsor Framework, Northern Ireland continues to align with certain EU Single
Market rules.
• “We are outside the EU” but this does NOT mean outside the PPWR scope.
